Short-Term Rentals (Airbnb) Rules
Provincial CITQ registration and municipal zoning rules for renting out your home short-term.
Renting out a home for 31 days or less - through Airbnb or otherwise - requires registering with Quebec's tourism-accommodation authority (CITQ) and, in most cases, getting a municipal certificate too. The rules differ depending on whether it's your principal residence or a separate rental property, and this area of law has changed substantially since 2022 - treat anything here as a starting point, not a final answer.
Provincial registration is mandatory (CITQ)
Anyone offering paid accommodation for 31 consecutive days or less has to register with the Corporation de l'industrie touristique du Québec (CITQ) and hold a registration certificate - this applies whether it's a principal residence, a secondary residence, or just a room, and regardless of what platform it's booked through. Before applying to the CITQ, you need a municipal "avis de conformité" confirming the rental doesn't contravene local zoning. As of 2026, the CITQ registration/renewal fee for a Principal Residence Establishment is $54, and $2 million in liability insurance is required.
Renting your principal residence
Since March 25, 2023, a municipal zoning bylaw can no longer prohibit short-term rental of a person's principal residence (an "Établissement de résidence principale" or ERP) - municipalities can only restrict it in specific sectors through a referendum-approval process with a reduced signature threshold. Vaudreuil-Dorion's zoning bylaw authorizes this use city-wide, in every zone.
Municipal certificate for principal-residence rentals
On top of CITQ registration, you need a municipal certificate for the ERP short-term rental itself. The application requires completed forms, proof it's your principal residence (a driver's licence or equivalent), $2 million in liability insurance, a written commitment to publish the certificate number in all advertising, and a copy of the CITQ classification/attestation deposited within 6 months of the certificate being issued. The certificate is non-transferable if you sell the property, and is valid for a maximum of 2 years before it needs to be renewed.
Bed & breakfasts (gîtes touristiques)
A separate use category - a "gîte touristique" - is permitted only under specific conditions: it must be in a detached single-family home on a lot of at least 900 m², with a maximum of 5 rentable rooms, at least 1 parking space plus 1 per room, rooms on the ground floor or above (not the basement), rented space no more than 50% of the total floor area, at most 1 non-resident employee, no alcohol sales or outdoor dining terrace for guests, and signage capped at 0.5 m².
Other rental categories (résidence de tourisme)
"Résidence de tourisme" and "meublé rudimentaire" exist as separate defined uses and aren't on the list of uses banned in agricultural zones, which suggests they're permitted elsewhere subject to each zone's own rules - but a dedicated article spelling out further conditions for "résidence de tourisme" specifically wasn't located in this research pass. Don't assume a given property qualifies without checking with the City first.

A real local example
In 2022, a rezoning request for a Chemin des Chenaux property sought approval to rent out both a basement unit and the main dwelling short-term. Council approved the basement rental but refused the main-dwelling request, and a public registry opened requiring 144 signatures to trigger a referendum - a useful illustration of how contested (and locally specific) these approvals can get.
This is a fast-changing area of law
Provincial short-term-rental rules changed substantially between 2022 and 2023, and Vaudreuil-Dorion's own zoning and permits bylaws were entirely re-adopted in November 2025.
